The issue with sites like that, is that even if you get it shut down, they'll just move somewhere else. It'll just be an endless game of wack a mole.

Agreed, and it has indeed been shut down a number of times, just for them to move the site to new servers in new countries that won't respond to legal threats to cease and desist. It's truly horrible! These places get to exist, ruin peoples' lives (three trans people have been driven to suicide so far by this one site), and get away with under the guise of "free speech."

If people starting those sites did some time, I'm sure they would think twice about it.

Doubt it, threats like that don’t deter people like that. They’ll just hide under more security to obscure their identity. Usually you’ll end up making it harder to shut down the more you try.

I saw this get blown up on Twitter, so I did some further research. Apparently Keffels is actually a Twitter provocateur, and is constantly picking fights with people and goes after them for telling her off, or just for the crime of telling her off. She also loves doxxing people. She’s also got a blue check mark on Twitter, which gives you an elevated status on Twitter, so they listen to you if you get harassed.

Basically her actions as a provocateur and her Twitter fights were what got Kiwi Farms interested, and she lost her shit because blue check marks don’t mean anything on Kiwi Farms. She further lost her shit because she got ridiculed by tons of people on Twitter for doxxing the owner of Kiwi Farms, (while complaining about being doxxed) and for misgendering his mother. Which is ironic seeing a trans activist who is okay with misgendering people…
