Staring at items like screens can cause long-term eye strain. Some eye specialists recommend following the 20-20-20 rule when using a computer. You need to take a break for 20 minute and then, try to look on something 20 feet away from you for the duration of 20 seconds.
 
You are right.
The brightness on the screen can cause eye damage. I've never tried the 20-20-20 rule as you have explained it. I think reducing screen brightness can help the eyes to adjust looking into the screen.
