Hmm...the article has a bit of a mistake in that it says:
Services classed as essential - mostly related to public safety - continue to operate, and those workers are required to show up without pay.
Emphasis mine in bold above...
Workers do not initially get paid, but they will receive back pay. My husband used to work for the government, and he always got paid at some point for the work he did.
