My friend was wondering what websites are good for creating a website ( preferably free to create ones ).

What type of website is your friend trying to create? That would help condense the list a bit and improve the quality of the suggestions

Well, for freebies we could suggest sites like proboards, forummotion.com. I tend to just use whoever I find, but so far knownhost has proven to be fairly good, as has this site called a2hosting.

If they have funds for hosting, I would also suggest having a look at using either myBB or phpBB. It would give your friend a lot more freedom in creating their forum. It's not too difficult to set up and hosting isn't very expensive nowadays

No worries. Even if she can't get paid hosting, she can stick with free hosting and still use MyBB or phpBB. I would recommend having a look at x10Hosting which is what I used as a free host for a while @Kylie

My apology for being so vague. She wants to create an Arts & Craft forum.
There are lots of free and premium options. The most popular premium option is XenForo - of which this forum is based. However, though, that's not saying free stuff or other premium is crap - by a long shot.
 
I know someone here mentioned proboards, but please look into the Jcink service before ever considering proboards.
Thank you and I'll suggest to her that she compares the two before making a final decision.
 
If she wants to create an arts and crafts forum I would go with a software called MyBB, it’s free and extremely powerful and simple to use for beginners.

Although she would have to pay for a domain and hosting which really isn’t that expensive but if she wanted she could use a free hosting site.

You can still use it for free in a free hosting but it will have a funny url like artscraftsforum.freehostingnowforfree.com

but you can still use some free domains to make your url direction cooler!
 
I recommend Forumotion, if you want to go with the free route. I liked Zetaboard before they merged with Tapatalk and now I avoid them completely. I would probably take Proboards as my second favorite when it comes to free.
