Why not both? Teach better values and teach the consequences when those lines/rules/laws get crossed. I have come across people who don't think that breaking the law in a minor way is even important. That's the start of a bad landslide and I hope they don't have kids to pass that poor thinking onto them.
I know of a lot of people who refuse to pay their taxes and then they get into trouble over it and then play the victim. Even if I don't like certain laws, I have no choice but to obey them because I am aware of the consequences if I don't.
I think making it clear what is right and what is wrong from a young age and then teaching people to take self-responsibility would go a long way. The mentality of it wasn't my fault I decided to steal, it was because of the situation I was born or grew up in - is wrong. People have to take responsibility even when the consequences are unfortunate because in the end, no one held a gun to their head. Albeit, there are exceptions to every rule so.
We need to focus on rehabilitation in jail/ prison. More learning opportunities and job placement programs.
Harsher punishment doesn’t work, it just creates life time re offenders. Look at other countries who take a softer approach to jail and the reoffending rates there.

If we are looking to reduce crime both better education and harsher punishments would work well together to achieve this.
At the moment I find not enough harsh punishments are given out for most of the crimes that are committed and in some cases, it can feel like a holiday to those who serve a sentence, making them harsher and the prisons less of a luxury would prevent as many not mind being in there.

I am sure some people will still ask for death penatly. For me, it is better to put them in jail for the rest of their lives.
Punishment should be meted out in as short a duration as possible These days it takes years for a case to be concluded.
