How do I get a picture or gif in the card on side of my post behind my Profile Pic?

That is the postbit background and is available to all upgraded members. The Emerald membership is available to purchase for Hubux so that would be the easiest group to upgrade to.
Once you do upgrade, you will find the "Post Cover" setting within this page - https://discussionhub.io/account/account-details
