Using waterproof cell phone protectors

I bought my daughter a waterproof cell phone protector for when she went kayaking once and she forgot to take it and use it. Now it sits in a drawer. Have you ever used one of these things? Did it fail or did it keep the phone dry?

I had heard that there were waterproof cell phone protectors but it is not something I have used myself.

Would be interesting to know how well they work from those who have used them. It's like the cell phones that companies claim are waterproof, not too sure how well that works.
