It is one thing to have a lot of forum members, it is another to get them to share interact with posts and topics.
First of all you should understand the age range of the of members, there are some topics that surely won’t receive much engagement from adults compared to teenagers or youths.

Once you understand that then tailor your discussions to suit their interests. What do you think will appeal to them?
As a general discussion forum DH has a higher chance of achieving this better.

Ask questions is always the best thing to get a response. It's not guaranteed, but if you read what the person has written, find a question in relation to the post to ask and that keeps the conversation going.

I'm not always good at doing that anymore. Are you?

I'd say encouraging engagement by asking questions or just following up on threads to make it a back-and-forth exchange so you might get more than one reply from each member responding helps together the juices flowing. Also having fun with it, not being too wrapped up in being an owner or on staff, but having fun, having a good time with members goes a long way. Just give people reasons to come back.
