Are parents to blame for their children's behavior?

Yes and no. Parents shape their children's behaviour, but they're one facet of that shaping. Peers, friends, other family members, environment, school teachers, and so on all shape the actions of a child. Parents should be the primary foundation of their child's behaviour, giving them a solid foundation to build upon; however, it's not always enough and things like ADHD, outside influences and more can affect how a child behaves. Ultimately the responsibility lies with the parents to give the child the best possible foundation and teach them as best as possible, but no, they're not universally to blame for a child's behaviour.

They're responsible for them until their 18, so I'd say they take the blame. Sometimes that's fair, sometimes it's not.

These days children are exposed to situations over which parents have no control. While parents do play a part in bringing up their kids these external factors could make or mar their efforts.

They said that raising kids is a tough job for them to carry out. Education starts at home. So, children's behaviors develop because of their parents.
