Yes and no. Parents shape their children's behaviour, but they're one facet of that shaping. Peers, friends, other family members, environment, school teachers, and so on all shape the actions of a child. Parents should be the primary foundation of their child's behaviour, giving them a solid foundation to build upon; however, it's not always enough and things like ADHD, outside influences and more can affect how a child behaves. Ultimately the responsibility lies with the parents to give the child the best possible foundation and teach them as best as possible, but no, they're not universally to blame for a child's behaviour.
These days children are exposed to situations over which parents have no control. While parents do play a part in bringing up their kids these external factors could make or mar their efforts.
